THE CORNELL SEVEN
Tompkins County’s district attorney is reopening a case he closed two years ago. This time, Cornell’s own rugby club got there before he did.
A woman identified as Jane Doe filed a civil suit on September 14. She alleges she was drugged and gang-raped at Cornell’s Chi Phi fraternity house in 2024. The complaint cites fraternity group-chat messages. It names seven men as defendants: Matthew Ingalls, Winston Lee, Scott Kretzschmar, Johnathan Newell, Gillio Lopes, Diego Sarabia, and Scott Norris. It also names Orazio Petito, the fraternity’s former president, separately. It accuses him of failing to supervise the chapter, not of direct involvement in the assault. Chi Phi, Tri Delta, Cornell University, and Moonies Bar & Nightclub are named as institutional defendants. The suit alleges Moonies served Doe alcohol despite visible under-21 markings on her hands. It alleges the bar kept serving her while she was visibly intoxicated, a claim invoking New York’s Dram Shop Act. Cornell temporarily suspended the seven men after the 2024 complaint. It then offered them a chance to “mitigate their conduct” by submitting essays to the university.
District Attorney Matthew Van Houten’s office had declined to file charges in November 2024. His office announced September 28 that it is reopening its review and preparing to present evidence to a grand jury. New York Governor Kathy Hochul has separately called for “outside counsel” to conduct an independent review of how Cornell handled the original complaint.
Cornell Rugby Football Club got ahead of the story on its own. Three days before the DA’s announcement, on Friday, September 25, the club posted a general statement on Instagram. It said players connected to the allegations were “permanently removed from the team and alumni network.” The post did not name anyone. Cornell Sun independently matched the case against the club’s own rosters. It found four defendants on them. Petito and Kretzschmar appeared across three seasons, 2023-24 through 2025-26. Ingalls and Lee appeared on the 2023-24 roster alone.
🇺🇸 What American readers need to know: None of this resolves anything on its own. The grand jury has not convened, and no charges have been filed. But a university athletic club naming its own alumni before prosecutors moved shows how much pressure has built since 2024.

THE GAZA NUMBERS
Gaza’s Government Media Office says Israel has committed 5,147 ceasefire violations since the truce took effect on October 10, 2025. It says 1,421 Palestinians have been killed as a result. Those figures, published September 29, come from a party to the conflict. They need an independent check before they run as fact, and the best available one is close, but not identical.
OCHA, the UN’s humanitarian coordination office, cites Gaza’s Ministry of Health rather than the Media Office. Its September 18 report put the death toll at 1,381, covering the period through September 13. A building collapse on September 16 killed 21 more people, 12 of them children. That pushed the running total to roughly 1,402 by mid-month. The Media Office’s count of 1,421 by September 29, two weeks later, tracks that trajectory closely. It does not match exactly. OCHA’s figure counts total deaths since the ceasefire began; the Media Office counts deaths it attributes specifically to violations.
The aid figures diverge more. The Media Office says only 35 percent of aid trucks are getting through. OCHA’s September 18 report gives two separate numbers. The overall offloading rate for UN and partner agencies was 70 percent, down from 77 percent the prior period. The Egyptian corridor specifically had fallen to 35 percent. The Media Office’s figure matches the worst-performing single corridor, not the overall rate, which is double that.
🇺🇸 What American readers need to know: Both numbers are true. They describe different things. Reporting Gaza’s aid access as “35 percent” without saying which corridor that is describes the exception as the rule.

VUČIĆ RESIGNS
Aleksandar Vučić is resigning as president of Serbia. He is not leaving power.
Vučić dissolved parliament on September 9 and called a snap parliamentary election for October 25. He had told reporters two days earlier he would resign on September 25 or 26. He first signaled the intention in June. His Serbian Progressive Party has nominated him to run for prime minister in the same election. If he wins, he trades one office for another, without an intervening day out of government.
The resignation follows two years of the largest anti-government protests of his rule. They were triggered by the collapse of a railway station canopy in Novi Sad in November 2024, which killed 16 people. The protests never fully receded. Vučić’s party has a more durable hold on parliament than his own approval rating does. His move to the parliamentary track is widely read as a way to survive the protests.
There is a foreign-policy wrinkle underneath the domestic one. Serbia has historically aligned with Moscow. Russian commentators have criticized Belgrade for drifting from that. Ukrainian President Volodymyr Zelenskyy visited Belgrade in August to discuss economic cooperation and a prospective free trade agreement. Serbian-made ammunition has also been reaching Ukraine through third-party buyers.
🇺🇸 What American readers need to know: This kind of maneuver rarely reaches American coverage. Serbia is an EU candidate with a historic tilt toward Moscow, and its ties to Kyiv have been quietly shifting under Vučić. How he holds onto power will shape which way that keeps moving.

BRIEFS
NIGERIA: Authorities recovered 28 skulls from suspected kidnapping camps raided September 27 in Umunneochi, Abia state. The site sits inside a documented ransom economy estimated at $5.8 million, tied to bandit and militant groups operating across northern and southeastern Nigeria. HAITI: The UN Security Council voted 12-0-3 to extend the mandate of the Gang Suppression Force through March 31, 2027. The resolution was sponsored by the United States and Panama. Sourced via UPI and Al Jazeera.
CHINA/TAIWAN: The National Archives planned to show Xi the Treaty of San Francisco during his September 25-26 Washington visit. The itinerary also included the Declaration of Independence, Constitution, and Bill of Rights. The 1951 treaty’s ambiguous language on Taiwan’s status reportedly upset Xi’s delegation once they saw what was on the itinerary. Xi’s tour was cut short after roughly ten minutes, well short of the planned viewing. The Three Communiqués China wanted included were never on the US side’s list. Sourced via Taipei Times.
