A lot of people were surprised when on July 20th, the White House announced a 50% tariff hike on targeted Canadian imports under Section 338 of the U.S.

And while nothing seems surprising anymore in politics, this one really was surprising because these surcharges would bypass standard Kuzma exemptions and directly target automotive, alcohol, and of course, dairy.

According to the White House, and you saw it in lots of media reports as well, that the core driver behind the decision is Canada's dairy supply management system, with the White House highlighting restrictive tariff rate quotas on U.S. cheese compared to their European imported counterparts.
