So to understand how an environment is engineered, you first have to take a look at the map of that environment.

This data is used to draw political districts, often gerrymandering, to consolidate poverty and dilute minority voting power and to allocate federal funding.

If someone tries to open a liquor store or a strip club in one of those areas, the city council and zoning boards will aggressively reject the permits to protect property values.

Now drive two miles down the road to the inner city, and within a few blocks, you'll find 15 liquor stores, five payday cash now lenders, three strip clubs, and a multi-billion dollar casino.

Why? Because city planners aggressively approve vice licenses in poor communities to extract tax revenue.

They legally zone these neighborhoods for addiction, desperation, and financial extraction, and then act surprised when crime occurs.

But the zoning board isn't the only entity planting seeds of destruction, right? There's many ingredients that go into making a meal.

So sometimes it comes from the very top of the federal government, our legislators, the ones making and creating the laws.
