That's right.
Just like if He said if everybody stopped praising, the rocks would cry out.
Jesus didn't say, "I'll try to build my church if I can get some people to give donations." He said, "I will build my church and the gates of hell will not prevail against it." Because God did not feed, uh, Elijah by Baltimore Ravens, He fed him by actual ravens.
So if God doesn't have any givers, the earth is commanded to produce for the people of God.
