Chul and Tzadik Dalet is speaking about one gifting a thigh that has in it the Gid Hanasha, unremoved, gifting it to a Goy.
And the Mishnah and the Gemara is going to explain that if the thigh is uncut, So it's easily discernible that the Gid Hanosha was not removed.
Then one is allowed to gift it to a Goy and we don't have a fear that he might then go and sell it to a Yid.
But if it's a cut-up thigh, where there it's very difficult to discern whether the gid was removed or not, there, the Mishnah doesn't say that explicitly, but it's implied from the Mishnah, one may not gift that to a guy.
And that's going to lead us into this whole phenomena that was common b'zmanei hem.
