As everything Torah related is to be understood in its literal level, the reason why this Shabbos is called Shabbos Chazon is due to the Haftarah that is read.
Being that this is the Shabbos that preceded and is closest to the fast of the ninth of Av, Chazon Yeshayahu, or vision of Yeshayahu, is the Haftarah that is read.
It's the third and last of the three Haftarot that speak of calamities that would befall our nation.
Understandably, the closer the Shabbos is to Tisha b'Av, to the ninth of Av, the more severe the calamities mentioned in the prophecy, so much so that Shabbos before Tisha b'Av or if it's the ninth of Av itself, even though on Shabbos one may not show signs of mourning, on this Shabbos there are some private expressions of mourning.
From which we understand that on the other hand, if on Shabbos Chazon the future Beit Hamikdash is shown to us because of its close association with the day of the ninth of Av, then when Tisha b'Av itself lands on a Shabbos, as it did in the year that this Sicha was delivered, then that future prophecy is even stronger than on a year when it is Shabbos Chazon, but not also the ninth of Av.
Though not everyone sees this vision, and the Bardichaver points out that this vision is shown not only to the righteous, not only to the greats of the righteous of the generation, but to every single Jew.
