So, uh, the, i- i- the defense budget, uh, I think is, uh, the goal is 379 billion pesos or about, roughly about $800 million.
Kasi, uh, i- as, as I understand it, only 50 billion is, uh, earmarked for, is actually earmarked for, uh, modernization, and the rest will be like may kasamang, uh, like, uh, uh, pay increases for, for, uh, the military and uniform personnel, no? That, that will eat up, I think, 75 billion.
Then there's, uh, 31 billion in, uh, the subsistence allowance for our, for our troops, no? So in effect, uh, it's not-- it may look big, no, because it's, uh, constitutes, uh, I think, uh, the third biggest, uh, pie in the, uh, in the, uh, na- uh, national, uh, ano, no, uh, expenditure program.
But in actuality, it's, uh, barely, barely enough to pay for the, uh, plans of the AFP, no, to, to build up its deterrence, especially against China, no, in the West Philippine Sea.
Uh, and, uh, as far as I understand it, uh, we are in the, uh, terminal phase of, uh, the Horizon 3, no, yung Re Horizon.
So andaming ano eh, andaming, uh, naiwan pala, I, I was, uh, was doing research here.
Andami palang naiwan na mga projects from Horizon 1 and Horizon 2, uh, from 2013 to around, uh, 2022, no, yung, yung dalawang Horizon programs na 'yan.
So, uh, Horizon 3 is actually trying just to catch up, no, yung, uh, uh, with the, what was lacking in the two, uh, pre- previous phases of, uh, the modernization program.
So, uh, 50 billion baka pang bayad lang sa, uh, amortization niya, no, yung, yung mga nabili na natin in the previous Horizon, uh, uh, programs.
And, uh, I, as I understand it, uh, there are still at least two outstanding, uh, na programs sa Horizon 3, medyo big ticket items like, uh, the advanced fighter aircraft, no? Uh, I don't think, uh, the, the AFP has already, uh, selected whether it's the F-16 or the Gripen.
Pero- and then, then the submarines, no? So ma- madami pang, uh, money, sa tingin ko, uh, madami pang, uh, dapat, uh, paggastusan.
Uh, ma- andami pang targets ang, uh, uh, modernization program natin, uh, malayo pa sa ma-achieve, no? And, uh, it- Uh, Horizon, uh, re Horizon III is supposed to end in, uh, in the next, uh, three years 'no, 2030.
I don't think there's even a discussion of, uh, the next, uh, stage 'no, after this program expires in, uh, in three years.
Ano ba talaga ang, uh, ang, uh, magiging, uh, after assuming na ma-achieve natin 'tong mga goals nitong, uh, modernization, uh, until 2030, ano yung, uh, where, where to after that? So sabi nga ni ano, ni, uh, ni, uh, dating, uh, uh, President, uh, Joe Biden, sabi niya, "Don't tell me what your values, what, what your, what your values are.
