He was elected twice as a state representative in Ohio, chairing the House Public Utilities Committee.

He later served as chairman of the Public Utilities Commission of Ohio, and he was vice president of market development at the American Petroleum Institute.

At EPSA, Todd works with companies that own competitive power generation assets and advocates for policies that focus on achieving and maintaining well-functioning and properly regulated competitive wholesale electricity markets.
