HaMitvah asate v'nesinas tzedakah, the positive commandment to give charity, mefureshes b'Parshat Seinu is written clearly in our Parshah where it says, "Ki yhiye bachar evyon," if there will be one who is a pauper, somebody destitute amongst you.
Both the Rambam and the Sefer HaChinuch trace the mitzvah of tzedakah to this pasuk, which is in this week's Parshah.
V'apiah hayedua, and as is well known, according to the teaching of the Shlah HaKadosh, sh'kol haParshiyot sh'baTorah yesh lahem kesher im zman sh'bo korim otam.
So based on this, movan it's understood, sheyesh shaychus meyuchades bein mitzvat tzedakah l'Chodesh Elul.
That there's a very specific relevancy and connection between the mitzvah of tzedakah and the month of Elul.
