Well, one of the things I find really compelling about this notion of insecure majorities is that it changes our thinking about congressional behavior from being one of character to one of structural conditions.

In other words, it's easy for one party to say, look, the other side is so obstructionist, they're just trying to gum up the works, or the other party is trying to ram things through.

Whereas what you're suggesting is that each side mirrors each other's behavior based on the conditions of the game.
Like this is a team sport as much as we hate or think that it shouldn't be that way.
We are in a two party system where if you have majority status, you chair committees, you have access to the floor, you get votes on things that you want.
You get to investigate, which is an incredibly powerful tool in a polarized era.
And so your question about character versus structure is... along the right lines, except for when you realize everything that we hate about politics is rational for them.
And we as voters and our system incentivizes this type of behavior anyway, is that voters expect their members to Obstruct to the other side, right? We see full campaign promises of elect us to Congress and we will stop Trump.
