The UK post office falsely blamed software problems on local post office operators, called subpostmasters, accusing thousands of theft and sending hundreds to prison.
The scandal is a study in how corporate executives can abuse and scapegoat powerless small businesses for their own failures.
Post office licensees in Australia see a parallel in how they have been treated by their corporate overlords at Australia Post.
Scanning barcodes.
At the thirtieth of September hearing of the Senate inquiry into the Australia Post retail network, licensees testified about their legal troubles with Australia Post.
Jeff Wang, the licensee of the Waverley Post Office in Sydney, said he was accused of fraud by a corporate officer from Australia Post for using barcodes supplied to him by Australia Post.
He was processing bulk mail for a corporate account managed directly by an Australia Post corporate account manager.
But Mr. Wang said he was never trained on reply paid mail and never received the monthly assessment sheets that Australia Post is responsible for issuing.
That is the heart of it, Mr. Wang said.
A failure in Australia Post's own system has been turned into an allegation of fraud against the licensee.
He testified he came under pressure from Australia Post and its lawyers to confess to fraud he didn't commit and sell his business at a loss, but he refused despite the intense personal stress he experienced.
Mr. Wang acknowledged the Licensed Post Office Group, LPO Group, which licensees started in twenty fourteen to represent the interests of their businesses which were suffering from management decisions of Australia Post.
Without the support of LPO Group, I would not have been able to keep fighting, he said.
Jeff Wang is not the only licensee to be accused of fraud by Australia Post for scanning barcodes from Australia Post, which appears to be systemic.
Lightning Ridge Post Office licensee Andrew Koluschi was also accused of fraud for scanning barcodes despite Australia Post knowing about the practice for a long time.
My biggest issue is we had been involved in our network for so long, and it could have been handled differently, he said.
Jason Hockey, the licensee of the Drysdale Post Office, accidentally overclaimed fourteen thousand dollars from staff scanning barcodes incorrectly, which he promptly repaid after receiving a notice from Australia Post alleging fraud and having to suffer eight weeks of stress for his fate to be decided.
Senator Sarah Henderson observed, "Fraud means criminal intent.
If this was an accident, that's not fraud." Call for more hearings.
