So rules the Alter Rebbe in chapter 488, Halacha 3, in 649:21 in parentheses, the Rama in 422, Halacha 2, the Magen Avraham in 422:6, mentioned in the Beit Yosef, the Kol Bo, and the Lekach Yosef.
Now what's the reason for why Hallel should be said together with the minyan? After all, it's not Shemoneh Esrei.
The Alter Rebbe explains that this is in order to be able to answer the prayer of Hodu and Ana Hashem together with the chazan, as initially it's supposed to be said together in a quorum.
Another reason recorded in the Rama and Orach Shulchan is because there's a big machloket on Rosh Chodesh on whether one is to say a blessing over the, over Hallel, since H- it's half Hallel that's only a minhag.
Based on this, the Rebbe answered to a certain individual that the Chabad Rebbeim were always careful to pray on Yom Tov on the same place as the minyan, same pace as the minyan in order to say Hallel together with the congregation.
This is despite the Rebbeim's general practice of praying at greater length than the minyan.
Now while it is unclear from the letter as to whether this applies also to Rosh Chodesh or only to Yom Tov, logic dictates that there shouldn't be any difference between Rosh Chodesh versus Yom Tov in this matter, as the purpose is to say Hallel together with the tzippur, and therefore also on Rosh Chodesh effort should be placed to be on pace with the minyan and say Hallel together with the tzippur.
