They have, the army has certain arsenals, right, that they manufacture munitions and things of that nature.
But the vast majority of the money goes out to the private market and the idea behind that system, because when there's competition, people are competing on price and they know they're only going to make money if they beat the other guys.
So they're going to lower their profit margins as much as they reasonably, obviously everyone wants to make the most money, but some money is better than no money.
So everyone needs to be as competitive as possible in order to win a government contract with the Afghan contract, for example.
