But Omer Chizkiya, Chizkiya says, just for background, we've just been taught that if a person says they'll bring a mincha offering from barley, he's obligated to bring one from wheat because you can't bring a mincha offering from barley.

That's only if he says, I'm going to bring a Mincha from S'Oyrim, from barley, and then we make him bring it from wheat.

But if he says, I'm going to bring a Mincha from lentil, lentils or lentil flour, then he doesn't need to bring anything at all.

Since there are some Mincha offerings that are brought from barley, like the Oymer and the Sota, so then saying barley can be considered a minor error in the statement.

But it's a logical mistake to make that you might have thought that you could because there do exist other minchas which are made from barley.

Whereas, since there's no such thing, there's not even a Hava Amina that you could bring a Mincha from lentils, there's no precedent of that in the Torah, so therefore it's a completely illegitimate mistake, and therefore he doesn't need to bring a Mincha at all.
