Could The Police Have Stopped This Murderer?

2017 is the first moment in the timeline.

He's reported to the Met for a sexual assault, but they rule out, the CPS rules out charging him.

And the following year, he then assaults two women in separate attacks.

So then 2021, September, They do get him for some of those assaults and he's sentenced to three years in prison.

So from that point of view, that's a good moment.

The Met and the prosecutors asked the judge to impose a sexual harm prevention order, which would have placed strict limits on his activity after release.

Unbelievably, the judge says, no, it's too constraining and it's too broad.

So he's got three years in prison.

April 2022, in prison, he assaults a female police officer, prison officer.

He grabs the prison officer's bottom as she goes up the stairs.

She reports it the same day.

It's on CCTV, but it's more than a year before the Metropolitan Police interview him after his release.

And he doesn't get charged for that until two and a half years later.

So we then go, he's served a bit of his sentence.

He's done the assaults that got him in jail.

He's assaulted the prison warder inside the jail and not been charged.

In February 2023, he's released early from prison, same old story, on license.

So he serves the rest of his sentence in the community under certain conditions.

And he has to receive irregular visits at home from the police who are managing him.

So again, he's sort of being controlled, but in a rather...

A rather standoff way.

October 2023, he sexually assaults a woman on a tube train.

She reports it on the day.

He's not identified by British Transport Police for another two years.

Incredible because he's on the system.
