In this episode of Let’s Wing It, host Ruben Delmage sits down with Kevin Storie, CEO of CAASA (Commercial Aviation Association of Southern Africa), to discuss major breaking news affecting the…
Uh, CACAM, if you can maybe just explain to us, how does, how has CACAM been established, and how does it fit into the industry? Let's say the owner, uh, fly association between the CAA, how does all that all fit in?
Okay, so CACAM is actually a body that has been around since before there was a civil aviation, um, regulator.
Uh, it is a recommend- recommending, uh, committee that basically analyzes the regulations or any proposals, works through them with experts from the industry and the regulator, and then creates the regulations in a format with the legal team from CAA, and then that is then, uh, recommended to the minister.
So CACAM is, is a formally, uh, is a, is a, a committee that is gathered from voting members of the industry and the regulator.
The regulator commands for each of their divisions a seat on CACAM, and they have a voting right, and then each of the associations and interested parties that have passed the criteria, they get a voting seat on CACAM.
It is documented in the act as to how it operates, and it is ... it's got, uh, terms of reference, so not everybody can, can make the decisions there.
However, they can participate in the subsections of that, the subcommittees and the work groups, and that's where it comes in.
So it's a, it's a, uh, it- it's been around for a long time, and I think I've served on it for approximately 16 years now.
So I mean, CACAM as well, if you put the AIC 18.19, if you put it together and the whole, uh, thing that's been going on with it up until thus far, it wasn't an overnight process.
Maybe can you give us a bit of a breakdown of this whole task to put this all together?
And what happened in previous times, when there was a problem in regulation, they would write an AIC which would govern.
But as the movement to get into line with correct regulatory methodologies and the legal elements of it, you can't regulate by an AIC.
So the regulator correctly started taking all the AICs that are out there and, and creating them into regulation.
