They have agreed to cover the cost of the elves' salaries as long as the base food costs are covered by the sanctuary.

Can Malfoy's elves handle all the food for over 100 people? It seems like food is an important part in an event like this, and I wouldn't want to overwork the elves.
[pen scratching] I'm not sure you understand, Charlie, the veritable army of elves currently employed at Malfoy Manor, or frankly, how much they've been dying to tend to more people since Hermione moved in and insisted on doing things herself.
It's honestly a kindness to allow them free reign over an event as big as this to make up for what Hermione has put them through these last months.
