So we can argue that one of the factors leading to the establishment of a local consumption market for methamphetamine, or ICE, as it is locally known in Fiji, Local facilitators transporting, let's say, 20 kilos of mat would be told, well, you help us transport these rugs, and of those 20 kilos, you keep five for yourself.
