So there might be some disconnects within some of that as well.

So we're administering three different pots of money as it relates to workforce technology and then disease prevention, disease management.

So the conversations that we've been having around those three initiatives are about the structure of a program, using data to define programs.

the problem or the need in the case of a situation of healthcare workforce growth or in technology really more through an assessment to identify rather than being able to demonstrate not only to the state but to the federal government that there was some needs identification, there was some data that was used in that.

But the other part of the conversation is focused on the metrics.

And one of the challenges that we've seen so far is that a metric that was applied to a category that makes absolutely no sense.
