What factors are driving these rates up so much, and why are they so high already?

Um, probably most important is the utilities have just been spending a lot of money.

Uh, and this is, uh, especially the investor-owned utilities.

What is the fixed charge, and how much has that gone up, and how big an impact does that have on ev- everybody's electric bill?
