I guarantee if we asked one-on-one to those supervisors that abstained as well as did not sign, is there discrimination in the community? They'll probably say no.

They don't think discrimination is a factor.

So it goes back to, well, why are we doing a proclamation then? Why doesn't everybody that's in your community and in your district doesn't feel represented by you.
