What authority does the RRC have over flaring and how long have we been regulating it?

So basically, and I can't tell you exactly when like rule 32 went into effect.

which is our authority over flaring.

And Rule 32 states that gas must be used for a legal purpose.

And by a legal purpose, that means something of economic benefit.

Either it's being sold or and realizing monetary gain, or it could be used for the lease.

You know, sometimes compressors might burn gas on the lease or might be used in a gas lift system.

So with this form R32, when does an operator need to submit it? How does that sort of timeline, is it, I'm out here, it's like, oh, we're going to flare, only fill this, hit a fax machine, and then just set, light the fire, or how does this work?
