I definitely see those practical problems.

And I think that there's no doubt.

I mean, look, it's great.

Like Roger, I spent decades... negotiating in the retail sector, the manufacturing sector, the transportation sector, the communications sector.

I was either at tables or in caucus rooms at a great many collective bargaining sessions involving many different unions and employers.

And look, it's great if you can reach an agreement everybody can live with pretty quickly.

I wonder about your reaction to that, what downstream effects applying CATS to an agreement that was reached through interest arbitration could have and whether there are any other legal aspects or concerns that folks have been thinking about or that concern you with this proposal.
