It's a market worth investing in and developing in"?
21:23
I think so.
21:24
I think so because I wonder if part of the reason that the twenty-three gigawatts of nameplate capacity did not offer under the capacity market, and there's a few different reasons, but one of them could be that maybe some of that planned capacity is holding back and waiting to participate in the reliability backstop auction, right? That they're, we're gonna, we're gonna wait, and we're gonna participate in that because the price cap for that is five hundred and fifty dollars per megawatt day.
22:02
It's higher than the auction cap.
22:04
And then on top of that, there's the potential for fifteen-year contracts, so it, it creates a stability in that revenue stream and higher revenue also on top of that, or potential, potentially higher revenue on top of that.
22:18
And so I think there is interest in developing and building generation in that region.
22:27
It's not gonna be realized fully, at least in terms of the impact on ratepayers.

I also asked Tonya Peevy whether she can pinpoint which of PJM's market reforms might provide the best near-term solution to help some of the resource adequacy, supply chain, and affordability concerns that it is dealing with.
