They're a little bit different than the past where people feel like the libraries aren't made whole or the schools aren't made whole, things like that.

Steve WatsonGUEST
Yeah, so this project is entirely within the Downtown Development Authority, the DDA.

Steve WatsonGUEST
The way a DDA works is it captures the growth in property tax values within the downtown district, and that is required by law to be reinvested in downtown economic development.

Steve WatsonGUEST
So right now, the growth in property tax revenues currently don't go to the schools or to the city government.

Steve WatsonGUEST
Uniquely under this arrangement, because of the Renaissance Zone designation they're requesting, the state would have to instead reimburse the schools and the library for their foregone property taxes.

So about six years ago, the legislature authorized a program called pay as you stay or pays, which is a delinquent tax forgiveness and repayment program that counties can opt into.

Steve WatsonGUEST
If someone owes tax debts, went delinquent on their taxes when they were due, but was otherwise eligible for the poverty exemption, which in Detroit is also called the HOPE exemption, that program does is make it so that if by reason of poverty, you don't owe property taxes.

Steve WatsonGUEST
So if someone hadn't enrolled before and their taxes went delinquent and they were at risk of losing their home, this program that they can enroll in will cap the amount of tax debt and at 10% of taxable value of their property, and allow them to pay it off in manageable monthly payments over three years.
