They are.

At a system level, people are familiar with the concept of integrated care systems.

Those are geographical patches led by an integrated care board, which is the commissioning body.

So at Greater Manchester level and Cheshire and Mersey level, those systems have had significant financial challenges.

In Cheshire and Merseyside, it was essentially the commissioning body together with the collective chief executives of the NHS providers who essentially agreed and imposed this blanket reduction in bank pay across all of the organisations across those two counties.

it was being done principally by the overall system financial deficit so even organisations that financially are performing well and were managing their temporary staffing were forced to impose these cuts knowing that it would damage morale and potentially damage staff safety and having spoken with chief nurses some essentially were shouted down in terms of their objections.
