We find throughout Sefer Devarim, the idea that HaKadosh Baruch Hu shows Moshe Rabbeinu Eretz Yisrael, but then tells him that he will not have the privilege of entering our Tzeinu HaKadoshah.

Starting right in Parashat Devarim, through famously in V'eschanan, where after Moshe Rabbeinu Daven, Hashem says, and throughout many other places in Sefer Devarim.

We also find this at the end of the Torah in Zeis HaBaruch Ha.
