Well, I think generally when we talk about police chiefs around the country, we aren't the most innovative creatures in the world.

We're spending more time worrying about the wheels falling off the bus than innovative technology and other things.

The other thing that limits us is we have this... fascinating group of individuals that we all have to deal with called IT techs, and they ruin everything for us.

Every time we ask a question, we want something to be done with technology.

Their answer is no to everything.

And so it kind of limits our ability to truly be innovative.
