If you're the driver in a vehicle and you have your animal with you, but you get in an accident, the animal's okay, who is responsible for picking up the animal or transporting it, or what do you do with the animal, assuming the animal is safe?
56:03
Yeah, I mean, well, the officers, you know, one of our community service officers, if it's during the day, animal control.
56:11
I mean, well, it doesn't happen all the time, but it does happen frequently enough where we have to figure that out.
56:18
So, you know, our local animal shelter, animal allies will...
56:24
People put their heads together, and we figure it out, and it's usually not that big of a deal, but good question.

6 MINS LATER

62:23
Anything to leave the nice people with their sergeant?
62:25
No, I'm just laughing.
62:28
Speaking of text line, one of our cops just texted me during the segment here.
70:29
I'll send that person a message now.
70:31
Um, their way, but yeah, we've talked about it before.
70:34
Um, you know, the, the, the messenger is right.
70:38
0.08 is the quote unquote legal limit in Minnesota.
70:42
However, the big thing people have to remember is that you can still get a DWI if you're impaired and you're still below that .08.
70:52
So if you get pulled over, let's fast forward to your preliminary breath test and you're, say, an .07 or an .06, but you're impaired and you're impaired based on that field sobriety and the officer can... articulate that you are impaired based on maybe the the driving that you were doing any of those roadside field sobriety tests you can still technically get a DWI you know somebody at a 07 that might be a high amount for them and they legitimately are impaired somebody that's more of a You know, maybe a veteran drinker can be at an 07 and, you know, drain threes.
71:40
So that's an important thing to remember.
speaker_11AUDIENCE
72:37
is that something the police would come in just for a police report for insurance purposes?
speaker_10AUDIENCE
70:47
Just curious if the UMD police officers are actual sworn officers and do they have jurisdiction off campus?
70:57
Yeah, so they are very much so sworn officers on campus.
71:02
And, yeah, they, you know, it's like any other agency near us.
71:08
You know, we have mutual aid agreements or, you know, those type of agreements in place.
71:12
I mean, at the end of the day, they're in the St. Louis County.
71:14
St. Louis County is who prosecutes.
71:18
you know, crimes in our county, and specifically, like, the city attorney's office.
74:27
And can you follow over state lines?
51:22
I've got to believe if you come across a dozen-plus vehicles with tires slashed, you're just going, man, the paperwork on this thing is going to take forever.
51:30
Yeah, yeah.
51:31
Yeah, I did some bike patrol this weekend, so I caught one of those cases myself.
51:37
Biking through the deck lot, got flagged down by somebody that got hit with the tire deal.
51:42
So, yeah, I mean, it's a...
51:45
It's a pain in the butt for the people that have to deal with that and wake up and, you know, now you've got that to deal with.
51:52
And, yeah, for our cops that are, you know, taking the brunt of those, you know, it's a lot of victims, a lot of people to talk to, information to gather.

7 MINS LATER

59:18
okay next one coming in at times you deal with perps witnesses complainants from different cultures backgrounds etc when interviewing them do you ever have to say slow down talk to luthi to me and if so is that a directive from the mayor's office Well,
41:49
... you know, lawmakers
41:49
...
41:49
I, I would say, I mean, there's things that, um, you know, as individuals, I think you all have things that maybe bother you more than somebody else or, you know, something that, um, you know, you look for or take more seriously or, or however you wanna phrase it.
42:08
But, you know, some of, some of the cops, um, that I've worked with are, for whatever reason would be, you know, very traffic, uh, enforcement orientated.
42:18
You know, they're, they're spotting people's, you know, expired [laughs] registration.
42:23
Um, you know, just things like that, and that was, that was a thing, like, I necessarily didn't always go out of m- out of my way looking for.
42:31
Um, you know, people littering, you know, that might not bother somebody.
43:52
Sure.
speaker_8AUDIENCE
61:39
He would've been right in front of me.
61:43
Yeah.
61:43
No, I mean, what- whatever you're describing or how you're describing it is, is obviously...
61:48
You know, and they, and they know, right? They're supposed to be, um, doing what they're doing in a safe way.
61:54
So, like, not signaling, not doing, you know, doing all that kind of stuff you're describing would be, uh, would be a no-no, I guess.
62:01
And, you know, if you think somebody's driving unsafely, not following the rules, um, you know, I, I guess I'd recommend in the, in the future you can certainly call us, and we can, uh, go, uh, have a conversation with that individual.
62:17
Oftentimes, people aren't the only ones that, um, you know, call, especially if somebody's, like, really continuing down the, down the road doing that stuff, uh, continuously, so.
64:19
Wanted to know how much pressure is put on smaller police departments to figure out what actually happens."
62:25
I'm just kidding.
62:26
But yeah, I mean, as far as your question goes, I mean, i- if it truly is a medical thing, and they're, whatever, um, you know, they should call into 911.
62:35
I know our dispatchers will tell them, um, not to drive or to continue driving 'cause then people, of course, wanna drive fast, and they wanna stop, you know, they don't wanna stop at stop signs, and they just wanna get somewhere.
62:47
Which we understand, but, you know, it's the old adage of, like, well, if you don't arrive there safely, like, this is all pointless, so, um-
65:40
... is gonna be released.
65:41
Oh, yeah.
65:43
I, I...
65:44
The, the wh- the flock camera thing is certainly become a, a topic of discussion lately.
61:20
How can we dispose of them safely?
61:25
Well, I think you've got a couple options.
61:28
There is like a sharps.
61:34
Hotline that you can call and report that, and folks will come grab it.
61:40
Push comes to shove.
61:41
I mean, you could always call into the front desk of the police department during business hours, and we've got some good community service officers that could help.
61:55
Probably be willing to help with that.
64:04
Hmm.
60:44
Next one coming in, what is the role of community service officer and are they sworn peace officers?
60:52
No, not sworn officers.
60:56
I'm going to go ahead and I think that was a great question.
61:01
Because I think they're seen in the community quite a bit.
61:05
They've got their special community service officer squads.
61:10
And that's a question that comes up somewhat often, like what actually are they doing.
61:15
yeah, not sworn.
61:43
how has recruitment been for the law enforcement game? Is it like everywhere else? It's tough to find people.
59:16
Do you have a heavy bag? They help.
59:18
I have a, you know, I mentioned earlier working Forth Fest.
59:23
So part of that duty was towards the end of the night trying to get all that traffic, you know, out of the area, right? myself and a partner were on top of Lake Avenue, you know, trying to get people coming out of Canal Park, a lot of foot traffic going across the bridge, making sure people, you know, aren't getting hit by a car, that whole thing.
59:42
And we're just doing our thing.
59:44
This speaks to your question about patience, I guess.
59:48
But we're doing our thing and just this one random guy is coming over Lake Avenue and just absolutely like tears into us.
59:57
all the swear words all the whatever and i said to my partner i'm like what you know what was he saying what's his deal he's like i don't know i guess we were there and he was mad and uh he took it out on us so yeah i guess i don't know i just usually wrap it up with like i have a good day sir

6 MINS LATER

66:19
Any idea why that would occur?
55:21
Sergeant, what do you do if you pull someone over, speeding, ran a red light, etc., and it turns out that you know them? Do you call in another officer due to a conflict of interest?
55:33
Yeah, I mean, I think so.
55:35
It depends on what the situation is.
55:38
I guess the texter's talking about a simple speed or stop sign or stoplight, whatever.
55:46
You know, officers have discretion.
55:49
Obviously, you know, that doesn't mean, you know, it's the good guy club, and if you know somebody, that means they're off the hook, so...
55:57
I think if you're going to be, you know, doing the right thing, you got to, you know, deal with whatever's presented in front of you.

9 MINS LATER

65:23
Are they different? Is it like a training ground?
speaker_4AUDIENCE
61:32
What's that? So if you're .08 and you can get a ticket at exactly .08, wouldn't you be able to get a speeding ticket at 70 if the speeding limit is 70?
61:40
Yeah, I see what you're saying.
61:42
But yeah, I don't know.
61:44
That's the way it is in Minnesota.
61:46
It's .08 or above.
61:48
.08 or above.
61:51
That would be not a good thing.
62:35
You hit that eight threshold.
64:41
I
64:41
understand the question, I think.
64:43
I think it's, you know, I'm driving my child's vehicle who does not have a valid license and I got pulled over.
64:53
I'm assuming to check that.
64:55
That's what I think they're indicating anyway.
64:58
And I guess just to use an example, if we run a license plate and it comes back to somebody whose license has been canceled, revoked, suspended, what have you, we can stop that motor vehicle to investigate the crime of driving without a license, which is illegal and that is a crime.
65:20
So...

6 MINS LATER

71:24
What's a flock
