So I guess the heart of the drug strategy is community partnerships.

So we have organizations from health care, housing, public health, treatment services, harm reduction, policing, indigenous led organizations, social services, education.

and many other sectors as well.

And as the city, we don't provide treatment or direct services through the drug strategy.

So what does harm reduction mean just in your terms?
