What does that mean? What is Mark Carney trying to do with this?

Well, I think he's trying to do two things.

One is to put under one set of authorities in a crown actual responsibility for procurement of equipment above a certain level and give it additional flexibilities that normally government procurement doesn't have.

That's one.

But also have a clearer sense of accountability by the chief executive officer of that crown corporation for the delivery of those procurements.

The collective departmental system can be cumbersome.

And Kearney clearly expects the greater agility in the procurement process and frankly, direct accountability to the organization for delivery thereof.

What are the three things that are substantively different in this foreseeable future than what's happening today now, Peter?
