What are some of those other school choice programs that you've evaluated in the past?
1:50
So I was a member of the team that did what was called the "Three City Study" of privately funded partial tuition voucher impacts in New York City, Dayton, Ohio, and Washington, D.C. right around the turn of the millennium.
2:05
Uh, that, that was a really exciting project, and that's where we found that, uh, the private school choice option was especially helpful to students in families who are African American.
2:19
That was the main takeaway from that study.
2:21
I then went on to evaluate the Washington, D.C.
2:25
Opportunity Scholarship Program.
2:28
Uh, we found in that study that this program, again, a private school voucher program, had large positive effects on high school graduation rates for participating students.

certified that they had a disability that affected their learning.
10:53
And they had to switch out of a public school into a private school to qualify for the Succeed Scholarship Program.
11:00
And it wasn't available for homeschoolers.
11:03
So that was a small program serving about a thousand kids when the Education Freedom Account Program was enacted.
11:12
And they were sort of the first students prioritized.
11:16
They were grandfathered into the EFA program and they were the highest service priority in the first year of the program when the program served about 5,500 students, all with some marker of disadvantage.
11:33
Homeless students, students with disabilities, children of active duty military, students in F-rated public schools, those sorts of things.
