Who gets them? Who doesn't?

So what they want is for every state to upload onto a web portal to the post office a list of all voters in a state who are eligible to receive ballots.

Then, when the states would take in their actual physical ballots to a mail facility to be mailed, they would, um, scan barcodes on the outside of these envelopes and compare that to the list of voters who had been provided by the state, uh, to the post office.

And if they found even one mismatch, according to a whistleblower who has, um, submitted a report to Congress, if they found even one mismatch in a batch of ballots, they would hold back the entire batch of ballots and send it back to, uh, the state or the county to rectify.

And so you could theoretically have a situation where you've got one ballot where an address has changed, or there's been a name change that doesn't match what the post office has most recently i- in a batch that also has 9,999 eligible voters who don't have any issues, uh, with their addresses or their names.

Uh, and the entire batch would be blocked.

What's going on with the Supreme Court? You said that this is sort of being held up right now, but sorta sounds like it's also going ahead right now, so help us understand that.

Well, the president signed it, and then there were a bunch of lawsuits almost right away.

But the whistleblower says if this gets rolled out and there's even one mismatch between the lists, the entire batch of ballots could be rejected and go back to the state, which means voters might either receive their ballots later or potentially not at all.

If you had a batch of 10,000 ballots and one questionable ballot or problem with the address or the name in there, and 9,999 ballots that were perfectly valid, if that one ballot were found by the postal office, it would hold up the entire batch of 10,000 ballots.

It's not clear how the whistleblower's disclosure could factor into the ongoing legal dispute.

There are several lawsuits that have been happening at the same time, and they overlap in lots of ways, some of them before the same judge, some of them before other judges.

There's appeals.

The Supreme Court has already weighed in on one sort of procedural element to it all, and it very well could return to the Supreme Court.
