So how important is that to be consistent with that campaign, or is it something that is now being given as a reason for why it didn't work, that Germany's candidacy was announced quite late this time round, but really it doesn't matter that much w- at what time you announce your candidacy?

So first, Germany announces candidacy right after it just had non-permanent seat in the Security Council.

Um, generally it's not very well looked at at the UN if you announce your candidacy while you're still in the entity that you want to reapply to be a candidate for again.
