I'm trying to ground actually myself in realism.

And so I do think that what we've seen in the last years in the UN system is a surprising level of progress on AI governance, despite the absence of shocks.

And so usually policy change, whether it's in democracies, authoritarian regimes, or international organizations, happen in reaction to big events and usually shocks that are harmful to society.

In the case of AI, it's not like we haven't seen much.

There was definitely a chat GPT moment that triggers changes in attention.

But it wasn't really a big shock or disaster.

And they basically that way set up their own governance program and in a way acted as their own regulator, right? So my question is to you, Max, do you think any international or national body can take this kind of decision out of the hands of a private CEO?
