41:46
What an honor to be with you today.
41:48
I just want to say hello before I get started here.
41:52
I'm really wound up and I want to say I'm a veteran of Iraq and I want to say hello to my fellow veterans.
42:08
Hello, Kentucky.
42:09
I'm Mark Metcalf and I'm honored to serve as your state treasurer.
3:57
What are one or two of the big lessons you've learned? And I think you just touched on it, but what are, in your varied service to our country and our state and local level, what are some of the big, one or two big lessons you've learned?
4:12
Uh, The two biggest lessons are to listen and to be humble in the approach of executing my duties.
4:23
The most important thing you can learn as a JAG officer is the importance of commander's intent.
4:30
What does the commander want? He lays out his intent, which is usually a one or two sentence paragraph, And all of his principal officers work from there under commander's intent.
4:47
So in Iraq, it was, Jag, you do your part to get us out of here.
4:53
That meant... largely, um, aiding our commanders all over the country where we, we occupied the entire country and it was assisting them from a legal standpoint in closing forward operating bases and later on closing victory base complex, uh, which was the largest installation in Iraq and in the, um, and in the Middle East.
5:19
And, um, it also meant assisting, um, contractors in clearing, uh, The clearing, the complex, it's called VBC, Victory Base Complex.

– insurance premiums or utility deposits, any of a number of items we're holding.
2:40
The next greatest one we're doing are unclaimed benefits from estates that have been settled, heirs or beneficiaries couldn't be found, and so we get that money.
2:52
Let me put this $100 million in context to you.
2:57
We have the most ever returned was $177 million over eight years.
3:05
We've returned in two years, five months, and 18 days, $111 million to consecutive.
3:15
And we are returning more each month.

That's

been sent to us.

Let's talk about insurance proceeds, death benefits that have never been claimed, or overpaid insurance premiums or utility deposits.
4:58
Any of a number of items, we're hoping the next – Greatest one we're doing are unclaimed benefits from estates that have been settled, heirs or beneficiaries couldn't be found, and so we get that money.

We started that from day

one.
29:19
We realized that... making certain that the money being held in the unclaimed property trust fund were also paying to the state earned interest.
29:30
So we're going to be sending to the state this year about $60 million as interest earned on the unclaimed property trust fund.
29:40
The other two items have to do with child support and with restitution.
29:47
And in that regard, the Treasury has not previously been focused on crime victims and on child support.
29:55
But let's say that a person is owed money.
