For those who aren't aware, what is the Corrections Amendment Bill and what does this bill mean for those incarcerated in Victoria?
73:16
Yeah, the Corrections Amendment Bill is...
73:20
I guess we've kind of colloquially referred to it as the No Heir in Prison Bill, and it came about as a response to a Supreme Court decision from earlier this year where a man who was incarcerated challenged the conditions of his incarceration and said, was looking particularly at his right to have access to kind of the fresh air or open air for at least one hour a day.
73:55
And the Supreme Court held that that was his right and sort of recognised that that was what needed to happen, not just for this fella, but for everyone who's inside.
74:11
They need to be able to access open air for at least one hour a day.
74:15
That's kind of non-negotiable.
74:18
And from kind of the Supreme Court decision, we sort of thought, OK, this is good.

Can you highlight just how harmful this bill is to those who are already not experiencing meaningful human connection in What can this look like for those inside?
ElenaHOST
76:02
Yeah.
76:02
Um, that is folks who are subject to, um, I guess what we would kind of call solitary confinement.
76:09
That's sort of the, the language of international law.
76:14
In Victoria, they use a, a different word.
76:16
They call it separation.
76:17
But essentially that means that folks are confined to their cells for twenty-two, twenty-three hours a day, um, with really, really little meaningful human contact.
76:29
Um, and we've seen sort of, um, the justification of staff shortages, of, you know, behavior, of all of these sorts of things, um, be used to excuse prolonged and rolling lockdowns.

Yeah.
