Well, I'll start with an example that's probably got some similarities to Adams at the sort of operation, in some ways the operational level of stewardship, relating to the system for ensuring safety in the port and harbour environment while I was at Maritime New Zealand.

There are, of course, legal requirements in the Maritime Transport Act and in maritime rules that apply to that environment.

So I was the head of the ministry, which was a small ministry within a bigger ministry, which was the Ministry for Economic Development.
