Well, I do think that there has to be a hard spending cap.

And if you look at any professional league that has gone about this, there's there is a cap of some sort.

And people know what that is.

There has to be clear enforcement around that cap, which I think has been very difficult for us to get our arms around at the collegiate level.

I do think that restriction on movement is helpful.
