7:42
OK.
7:47
Hello.
7:47
Can you hear me?
7:48
Yes.
8:02
Okay, I wasn't sure if it was coming through or not.
8:05
First of all, Jay Falstag, Queen Anne's Conservation Association.
8:09
Commissioners, thank you very much for the opportunity to speak.
8:13
The board of QACA would like to extend our sincerest condolences to both the county government and the Thompson family.
3:54
Topic of interest and in keeping with the dignity of our office, we ask that all views be expressed in a respectful and civil manner.
4:00
Thank you, Commissioners.
4:01
Jay Falstad, Queen Anne's Conservation Association.
4:05
I want to make a comment first on Chesterhaven Beach, and I hope I can get through the whole thing, but I'd also like to just kind of put a placeholder for the last press and public comment because I do have just a general sort of community announcement that I'd like to offer.
4:22
And so I just want to make that known now, Mr.
4:25
Chairman, if I can add that at the very end.
4:28
Commissioners, at the last commissioner meeting, Chester Haven Beach was on the agenda.

I
5:00
Good morning,
5:09
commissioners.
5:10
Jay Falstead, Queen Anne's Conservation Association.
5:13
Later on your agenda this morning, you're going to be considering a public works agreement on behalf of Chesterhaven Beach.
5:23
And I'm going to urge you to vote no on this extension.
5:28
I've been following this development and this developer for longer than any of you all have been commissioners.
5:33
And I have seen time and time and time again efforts on behalf of this developer to simply muddy the waters.
6:26
Good evening,
6:26
commissioners.
6:27
Jay Falstead, Queen Anne's Conservation Association.
6:31
Just a general comment.
6:32
I know that you're going to be taking up text amendments 2605 and 2606 a little later, but I want to talk generally about the last four text amendments.
6:44
So I realize text amendments are part of our process.
6:48
But there's a flaw in the process.
6:01
So can you tell us a little bit about the Conservation Association?
6:04
Yeah.
6:05
So Queen Anne's Conservation Association, also known as QACA, was founded in the 60s.
6:12
It was originally called the Kent Queen Anne's Conservation Association, and it was formed when there was a proposal to bring some nuclear development to Queen Anne's County along the shores of the Chester River.
6:25
And at the time, a number of neighbors expressed obvious concern about that.
6:32
Keep in mind this is the height of the Cold War.
6:34
You've got nuclear facilities going up basically all around us.

Could you tell us a little bit

Jay Falstad.
17:05
Good evening, commissioners.
17:06
Jay Falstad, Queen Anne's Conservation Association.
17:09
Uh, we oppose this ordinance and ask that you, uh, accept your planning commission's guide, uh, unfavorable recommendation on this really for a couple of reasons, um, both safety and environmental, uh, in our view.
17:23
Um, on the safety, I know the applicant mentioned that there are other gas pumps within the community that are less than 75 feet, and that is true.
17:34
Uh, but those are typically within the municipalities.
17:37
So Sutherlandsville, Millington, Church Hill, Centerville, they all have pumps that are right near, um, the roadway.

Sure.

25:02
But just for the record, we're not gonna be voting tonight at all.
25:04
I understand.
25:05
Yeah.
25:05
And I, I'm gonna submit some additional things later on.
25:08
Um, in any case, both the TDR program and the NCD- NCD program represented an agreement between the landowner and the county when these landowners signed up for it.
25:21
They knew what they were getting into.
25:23
They sold their development rights or transferred their development rights, uh, whatever the case is, and that's now included in their deed.
