I wouldn't, as a matter of policy, retrofit the grid.

I would allow new technologies to be applied as they make sense, as people are willing to invest in them.

I would make sure that our policies didn't bias against that or bias in favor of the legacy way of doing things.

I think we're at a time right now where it's really important that we provide, uh, as, for, that policymakers provide flexibility, efficiency, and allow people to go out and innovate and solve this problem.
