Can you explain what that is like? Why is there a group of people in this neighborhood that will not talk?
23:43
Well, one thing it could be, somebody's protecting someone, you know, not to disrupt the, the comfort of the neighbors, being able to put someone that they care about into jail, having that fear of actually speaking out.
23:57
Um, they probably all know about it together, just talking about the different things that they're going through, what they've seen, what they've heard, who did what, who said what.
24:07
Um, so definitely a lot of fear in that.
24:10
Is it easier to be the first one to speak out or harder?
24:13
harder?Ooh, it's hard because, you know, it's with the ba- bystander effect.
24:18
I'm sure you guys all know.
24:19
Um, once you got 5, 10, 15, 20, when you had that courage at 5 people, then 20 more people showed up.
