It started with a car stop not too far from WHYY Studios right near Independence Hall in Tell us what happened that caused this threat to sort of unravel around the Olney House case.

Yeah, I mean, the only reason all of this has become public is because of kind of a chance encounter at 6th and Market Street.

One of the U.S. park rangers was patrolling the area and saw a black BMW parked.

And inside was Eugene Horsch and a woman.

And they were acting suspiciously.

He said that he heard the woman say, oh, you're going to hurt me.

And so when he, you know, investigates, he finds drug paraphernalia and he questions both of them.

And so, Ellie, can you talk a little bit about that? And, you know, and some of these women hadn't been looked for in quite a while, years in some cases.

I spoke with Rushing about what's driving this improvement, and I started by asking her, "What are the consequences of a low homicide clearance rate, like the one Philadelphia saw during the pandemic?"

When shootings and particularly violent crimes and homicides go unaddressed, it can put a real strain on the police department's relationship with the community.

Um, and in Philadelphia, most people who are affected by gun violence, um, are Black and Brown residents, particularly young men.

Um, and so their families can feel like that their killings don't matter and that the police aren't putting enough effort into solving, uh, these crimes.

Um, and so then, you know, they won't help them with these cases.

And experts have also said that basically arresting shooters prevents them from committing more violence and from ending up even as victims of retaliatory shootings themselves.

And it can really deter others of committing other shootings by sending a message of accountability.

Well, is there an example that comes to mind for you that reflects the greater efforts police are going to in Philadelphia to solve cases?
