Well, when Hillary Clinton said that, there was really no outward public or findable basis for that other than Tulsi Gabbard sort of reading or listening to Russia Today, which is, you know, an organ of Moscow, a media outlet that is set up and run by the state in Russia.

there was there wasn't a sort of incident that you could refer to at the time that hillary clinton said that and tulsi gabbard sued her for defamation and then later dropped that case but um what she has done in later years is just repeat what russia says for example its rationale for invading ukraine saying you know tulsi gabbard was saying that the U.S. is ignoring the security concerns of Russia or why they invaded Ukraine, which is something that most politicians and the leadership in the United States simply do not accept as true.
