We, in our book, which is about prisons reform, we go back a few steps.

We say you've got to fix the criminal justice system.

We say that the prison system has produced a grotesque accumulation of people serving overlong sentences, which are futile.

So let us give you an example of murder.

We've got, in 1994, we had about 500 people serving sentences of life imprisonment.

I don't think it's being discussed that much anymore, but- Firstly, would that not be some sense of power that might change the fortunes of the strata you are describing at the bottom of society? And maybe we can then entertain other proposals of what to change in the constitution, if any.
