Can you take a minute and talk about what do we mean by a more capability-focused plan?

I've just done a little two-part series for the BCI called The Road to Resilience, and I did a little bit of research about Manhattan.

But if you look at the history of how Manhattan came about, it was a huge amount of analysis and a huge amount of preparation as to...

How is this grid system gonna work? What's the failure points? What happens if certain highways fail? Can we have over capacity? Can we divert? And I think we're getting to, I hope we're getting to a place where system modeling drives this and that we understand the pinch points in the system.

We understand the overcapacity in the system, the diversionary aspects of a system.

The problem with all of that is it needs investment.
