Mais vous, trente-et-un meurtres, ça peut-tu baisser encore ?
70:48
3:31
Donc 31, ça dépend toujours.
3:33
Ouais, ça dépend à quoi on se compare.
3:35
Euh, si on regarde juste Montréal, on se dit : « Ouah, OK, c'est stable.
4:29
Ça a marché, là.
11:42
Try to help me understand, you know, how that many officers can be sort of involved in this or are they involved? Like, how did you get to this point?
11:54
Well it started in March where we received the general information about those allegations and so we immediately started an internal investigation to delve deeper into the issue and last Thursday around lunchtime we received information that brought us to a level where we felt comfortable that we could take action on a management level so considering the severity of the allegations you know we wanted also to prevent other infractions from happening and also to make the investigation easier, we decided to suspend two officers, to reassign to administrative duties three others, and the rest of the team, 11 officers, were reassigned to other units that are not frontline units.
12:41
And so that's where we're at.
12:43
The important thing to say, Mr. Carter, is at this point, we are still in the midst of the investigation.
12:49
So usually, we would wait for the end of the investigation, the conclusions, and we would wait for the advice of the Crown prosecutors.
12:57
But in this case, we made the decision that it was serious enough that we had to move right away and take decisive action.
15:52
Okay, you're with the training office, Montreal Police, so is this a failure in training?
15:59
Well, I do understand that right now there's a lot of talk about, okay, so where did the system fail? And we will be and we are looking into that.
10:12
Yeah.
10:13
So fast-forward to 2015.
10:16
I'm living in West Palm Beach, Florida.
10:19
Um, and I'm living in, uh, a small little, uh, community.
10:23
My parents ha- have a townhouse on one side, and I'm renting, uh, an apartment on the other side.
10:28
And I go over to their house one day to drop off groceries.
10:31
Um, I had never answered the landline phone at their house.

25 MINS LATER

35:22
What? Yeah.
