Good morning, distinguished guests, colleagues, friends, and to the young people in the room this morning, a particular welcome.

On behalf of the Institute of Policy Studies, it is a privilege to co-host this forum with the Ministry of Digital Development and Information.

We have with us today researchers, educators, community practitioners, and policymakers from Singapore and abroad, including colleagues from Australia's eSafety Commission and Netsafe New Zealand, who bring hard-won experience to questions that no one country has yet fully resolved.

Let me take a few minutes to set the stage.

In the past 18 months, governments around the world have moved from asking how to moderate harmful content on social media platforms to asking a more fundamental question.

What kind of access should children have to social media at all? And how can we best support them? Australia was the first to formalize this shift with its social media minimum law coming into force in December last year.

Austria and Spain are currently mid-process.

Why do you think there is such a big gap between knowing what to do and actually doing it?

So Singaporeans from a young age are told to plan and prepare.

So we're one of the best planners.

But if you understand this survey result, it's actually quite telling.

People are starting to trade off their health against financial obligations.

And that's a sign that the pressure has become acute for them.

And these deferred health costs will then compound, as we talked about earlier, And this hurts both the individual as well as the system.

What's that shift that needs to happen, whether it's in policy, whether it's in mindset, whether it's in structure?
