It is a Lyndon Johnson legacy program, like many other things.

It was set up to be a so-called child development program for very low income children to help them prepare for life with dental appointments and medical appointments and learning to put on their snowsuits and all sorts of things that, uh, that low income, young children need help in learning, et cetera.

It was never, let me start by underscoring never, intended to be a school readiness education preschool program that was meant to help kids get ready for reading, writing, and arithmetic.

It never was that.
