1970s we were just newly independent, you know, so it's not as if like [sighs] we all got a big SAF or things like that.

Then sometimes the word that they use, uh, they say that, "Hey, we're going to land at this beach." And then the name, uh, sounds exactly like our worst one, you know.

Some people have said, "Oh, this year I've got a bonus.

I go and buy a lot of stuff." But if you don't maintain it, you don't have the capability to maintain it, you are not going to stretch your defense dollar.

You will just buy the stuff, it will go and start to degenerate and rot, and then you don't get anything.

So the first thing is never have a feast and famine strategy.

But the second thing is that- The feast and famine strategy is not, is less to do with money and more to do with human capital.

Because you can have the money, you can go and buy something, but do you have the technical people that can operate it, that can maintain it? Otherwise, it will become a piece of junk quite soon, quite fast.
